Humanitarian organisations are continuously challenged by complex geopolitical contexts and compounded humanitarian needs. Simultaneously, they must navigate contractual obligations from donors who are expanding their sanctions regimes and, for the most part, toughening their stand on compliance to requirements linked to sanctions, while at the same time ensuring that all activity or assistance comply with and is in full respect of humanitarian principles and international humanitarian law.
The objective of the Humanitarian Talk is to enable a focused dialogue between humanitarian organizations, donors and academia on selected challenges posed by EU restrictive measures on humanitarian organizations. Using examples from the field, the moderated facilitated discussion will be an opportunity to present the challenges that particular measures pose for principled operations by humanitarian organisations; and jointly reflect on avenues for minimising the unintended impact of EU restrictive measures in particular, as well as sanctions and counter-terrorism regimes in general. The Humanitarian Talk is organised by Swedish Red Cross and Netherlands Red Cross, and will count on representatives from Netherlands Ministry of Foreign Affairs and Oxford Institute for Ethics, Law and Armed Conflict.
