Protection of Civilians and Humanitarian Civil-Military Coordination
Studio
This session seeks to increase awareness on mainstreaming of Protection of Civilians (PoC) by the UN and EU peace/security actors and on the complementarity of PoC with humanitarian protection. It will discuss the key lessons learnt and best practices derived from the engagement with military/peace actors on mainstreaming Protection of Civilians in EU CSDP missions and operations, and UN peacekeeping missions. In addition, it will debate the current gaps and challenges to protecting civilians in complex emergencies. Finally, the session will discuss how Civil-Military Coordination can facilitate protection outcomes in contexts of shared humanitarian and military/peace presence.

Biography
Rory Keane, Head of Office, United Nations Liaison Office for Peace and Security (UNLOPS) Before his appointment as Head of the UNLOPS, Rory Keane worked for the United Nations Special Envoy for the Sahel Region and served as the security sector advisor to the UN Special Representative in Liberia. Prior to that, he was Team Leader of the OECD International Network on Conflict and Fragility, European Commission Desk Officer for the DRC and Great Lakes, as well as the OSCE Spokesperson in the former Yugoslavia. Rory Keane holds a PhD in International Relations and a Marie Curie post-doctoral fellowship on EU peace and security policy. He speaks English, French and German.

Biography
Regina Antequisa, founding Executive Director of Ecosystems Work for Essential Benefits, Inc. (ECOWEB), a national NGO in the Philippines and chairperson of the Alliance for Empowering Partnership (A4EP), a global alliance of southern NGOs advocating for localization of aid. She is strong advocate of community leadership in humanitarian action and has been in development and humanitarian work for 30 years.
