This workshop will provide a platform for discussion on good practices as well as barriers to the promotion of multiannual and flexible funding. It will evaluate what good practices in flexible funding are, and how these can be showcased to provide donors with an enhanced scope and incentive to increase this kind of financing. The discussion will also bring attention to the value of flexible funding by international aid organisations in relation to local partners. Finally, the efficiency gains unlocked through flexible funding, as well as the impact of improved reporting, transparency and visibility from agencies and NGOs will be discussed.
Lisa Doughten Director, Humanitarian Financing and Resource Mobilization Division Lisa Doughten was appointed Director of OCHA's Humanitarian Financing and Resource Mobilization Division in November 2022. Ms. Doughten brings 30 years' experience in humanitarian and development settings, with a strong commitment to creating impact through strategic partnerships and financing solutions, managing international operations and gender equality. Between 2008 to 2022, Ms. Doughten served in various leadership roles in OCHA, UNICEF and UN Women, building partnerships, financial support and advocacy for people affected by crises and poverty. Prior to that, she focused on field operations through her work and deployments to crises with the World Food Programme (WFP), preceded by her work with a private sector consulting firm, during which she designed and implemented disaster preparedness and response plans in Africa, Latin America and the Middle East. Ms. Doughten began her international career working for the US Agency for International Development's (USAID) Disaster Assistance Response Team (DART) in the former Yugoslavia from 1993 to 1998. Ms. Doughten, an American national, has an MSc in International Relations from the London School of Economics and a BA in International Studies from the University of North Carolina in Chapel Hill. She has working knowledge of Spanish and French, in addition to being able to navigate her way in Italian and Serbo-Croatian.

Dominik Stillhart joined the Swiss Ministry of Foreign Affairs as Deputy Director General and Head of Humanitarian Aid within the Swiss Development Cooperation early 2023. Before, he worked 30 years with the ICRC, as Director of Operations from 2014 until 2022. He holds a Master's degree in Economic Sciences (University of St. Gallen) and a MSc in Social Policy&Planning (LSE).
